James T. Kyle, PP/AICP - Principal
Jim is the founding principal of Kyle Planning and Design with over 16 years of experience in the field of environmental planning and design. Having worked in both the public and private sectors throughout his career, he brings a unique perspective to a variety of issues for his clients.
After graduating from Cook College at Rutgers University in 1996, Jim continued working as a consultant with Charles C. Nathanson and Associates in Trenton, NJ. During his tenure at CCNA, Jim prepared a number of Community Development Block Grant applications for municipal clients in New Jersey, also administering a number of Small Cities housing rehabilitation programs and public facilities grants.
In July of 1997, Jim joined the staff of the Hunterdon County Planning Board in Flemington, where he worked as an Assistant Planner under Director John Kellogg. While immediately exposed to a variety of duties, he became keenly focused on development review and Geographic Information System (GIS) analysis. Over the course of his more than 4 years with the County, Jim was promoted to Senior Planner and worked on a number of key initiatives including cross acceptance of the New Jersey State Development and Redevelopment Plan, preparation of the County's growth management plan and update of the County's Land Development Standards to include digital submission requirements to facilitate update of county-wide tax parcel data, one of the first complete county-wide parcel datasets in the State. He also conceived an idea for an extension to ESRI's ArcView software that would allow for quick production of parcel-based build out on a county-wide basis, a critical element of the growth management planning process that was underway at the time.
In October of 2001 Jim joined Banisch Associates in Flemington, working primarily with municipal planning boards, zoning boards and governing bodies on a variety of issues. He prepared a number of master plan elements and related planning studies including Farmland Preservation Plans, Open Space and Recreation Plans, Land Use Plans, Housing Elements and Fair Share Plans and Conservation Plans. He also assisted with defense of zoning-related litigation in East Amwell, Hopewell and Lebanon Townships, primarily in the area of GIS analysis and production of supporting studies. Jim also sat and advised planning and zoning boards in Branchburg Township, East Amwell Township and Lebanon Township.
In October of 2004 Jim began work with Sharbell Development Corp. in Robbinsville as a Senior Planner under Senior Vice President Tom Troy. At Sharbell Jim was responsible for a variety of project management activities for a number of real estate development projects in New Jersey. During due diligence, he would routinely prepare zoning analyses and yield plans, working closely with senior management to develop concepts for presentation to municipal officials. In addition he would often prepare supporting studies including fiscal impact analysis, master plan amendments and zoning ordinance amendments. Many of Sharbell's projects incorporated Traditional Neighborhood Design (TND) concepts, most notably Washington Town Center in Robbinsville and Plainsboro Village Center in Plainsboro. Sharbell also constructed the first piece of Eastampton's Town Center, located in Burlington County just outside of Mt. Holly, a project Jim managed from approval through the start of construction.
In October of 2007 Jim joined CMX (formerly Schoor-DePalma) as a Senior Project Manager in the Real Estate division. While at CMX Jim worked with a variety of private and municipal clients in areas ranging from real estate development consultation to affordable housing planning. But it was at CMX that Jim carved out a niche in telecommunications planning, becoming an expert in the siting and approval of telecommunications towers and antenna facilities. He has testified on over 100 applications statewide for clients including Verizon, Clearwire, T-Mobile and Cricket and is considered one of the most thorough and knowledgeable planners working in telecommunications today.
Upon the closure of CMX in May of 2010, Jim started Kyle Planning and Design. He continues to assist telecommunications clients with the build out of critical wireless infrastructure in both Pennsylvania and New Jersey, but also continues to serve a number of municipal and private sector clients.
